Water in tanks

I was in the Navy and was the waterking who was in charge of the drinking water on board ship. I used chlorine tablets in the tanks to keep it in shape for humans to drink. I would take samples to the doc who would test it for the amount of chlorine in the water. Too much and everyone would get the shits. I know we had to rotate the use of the tanks to keep the chlorine from settling. I do not know why the chlorine level would drop if the tank was not used within a week or so. If I made the mistake of adding more chlorine to that tank then it would give everyone the shits. This was distilled water. I'm sure ground water and rain water would be different. The only safe way to store water would be to have it tested before use. We use to use cisterns when I was younger, but I think Grandma used to use the water to wash clothes and dishes. We drank water from the well or a spring most of the time. Safety first.
