I just transferred the old contents into a new box and take #2. The blue coating was to encapsulate the lead when touching it. You can paint it any color you want. Just remember no wadding on a cannon, no patch. Like a peashooter. No more than 1 oz. (437 grains) per INCH of bore size. A mortar is typically shot at 75 degrees and the charge changes distance. You use two sticks and a string to sight it. Touch hole to center of bore, in line with target. A 3 lb. ball dropping from the sky at some 750+ fps is pretty serious. Hang time is on the order of 15 seconds or more, be patient.
