I’ve never heard anyone really say so
But I never believed Colt (in the USA) ever made the little .22 single actions or any of the Black Powder replicas. They marketed a line of cheesy commemoratives, some terrible little copies of the single shot #3 Derringer but in .22 Short (pot metal barrels were rifled too).
When I was a boy I had a F.I.E just like this Colt commemorative. Gold accents and all. Note the alloy frame. I think it odd the hammer screw and cylinder pin retainer are blue and not gold. Alas, my FIE was so identical that I’d wager they were made by the same consigned factory. I know Colt farmed out several projects. They has a Single shot rifle - that was to die for, ultra fine Sauer bolt guns, and some very nice smaller autos I know made by Astra in Spain.
Just who made Colt SA .22 and BP late revolvers? Uberti?!
