Reeder Custom Guns - What is this leather holder?

I think it’s some sort of Cop thing. I’m about positive it’s NOT a small pistol holder. However it works well for my teeny .380, sitting deep, some cant, totally covers the trigger. Can it be some type of flashlight holder?! I found it at my stepdads. Been using it as a holster for a couple weeks.

Find them in most gun shops and at gun shows in Western NY. The Amish make a leather version that sells around $15.

My stepdad had all sorts of Sam Brown belts and pieces, I figured this was some accessory I could find some use for. I guess I was not as innovative as I thought. Lol

I even wondered about maybe a badge holder. It kind of has me stumped. It’s useful for the little .380 as long as I run the belt on the outside. The part that serves as loops is very thin.
