Here in AR we are required to "renew" our state licenses (they are not permits) every 5 years. We have to load and shoot a semi-automatic handgun and hit paper sufficiently to show competent ability. Otherwise you are restricted to use a revolver only. (I still do not understand that rule)

To me it's fun but IF I got old and they tried to take it away from me because I shook too much, had arthritis and had to use a revolver only, or my vision was going, I'd be a little pissed. But our state also allows citizen carry either concealed or open in most places except where prohibit posted. Roman argued why the need for one at all. It does provide a revenue stream to the state police and notice who is armed, has firearms. But it also sponsors trainers and many gunshops too. It really streamlines NICS and provides you with a second photo ID with FBI background checks! I think I paid $250 or so to get the initial license and it's like $50-60 every 5 years. I upgraded mine to "Enhanced" level requiring an 8 hour classroom study and passing the state police firing course. I liked it. Now I can also carry in all state owned buildings including universities were others cannot. Not that I really go into the State Capital armed often.

*We noticed lately if you have a medical Marijuana card issued you might not be eligible to actually buy any firearms as per form 4477. To lie about it is technically a felony!
