owned so the owners can make up their own rules as they go along.

In this last year or so a lot of new rules have come about from UPS. We now have to measure the exact size of the package along with the weight and go by a chart with the sizes and the prices they charge. If you tell them it is a firearm going to a manufacturer for repair they will very seldom give you any hassle. I have had a couple of UPS Stores call and ask for a copy of our manufacturers license which is no big deal. UPS and Fed Ex send us rule changes almost weekly and I have never seen where it is a law that you have to declare a firearm. UPS is a private business not a federally run operation. So they can't make up their own federal rules and enforce them. Personally if a UPS Store got snotty and started giving me a hassle I would go elsewhere.
