some hazy marks that almost got buffed out, maybe an eagle over swastika, but look at the scratches on the piece just below it! Am I seeing things or is there something that was partly buffed out?
That is a simple shooter grade, no collector value

It has been buffed out and the grips, barrel, may have been replaced. Every part on a Luger is serialized and should match. At least the last two digits. Most Lugers were .30 cal. also, not 9mm. However a 9mm has much more shooter's value.
Lugers are interesting but finicky guns in my limited experience. Their value is someone simply "wanting" one. I'd certainly say the value would be well under $1000, more like $600-800 as a shooter or base gun for a custom. You can buy some nice "good" other type guns in that price, besides an old Luger. Sometimes Pawnbrokers or Dealers get a little overzealous in pricing a less common encountered piece.
Thanks WB I was hoping to hear from you

stainless, most full engraved and custom serial number. This is one of them. Bill Firman owns it. I should have kept one of them but we built them to sell. They sold for $1500 and up.

It is a mismatched gun ....

It's a mismatched gun that looks like Bubba got a hold of. Parts on your photos show that they are not original to the gun and are mismatched. Barrel looks to have been replaced. Finish has been heavily buffed. Front sight replaced. Grips replaced and poorly fitted. Parts re-strawed.
It is a shooter grade gun. Absolutely no collector value. In this area the value would be around $600 or perhaps a bit more. If you do want to buy it, make sure that it actually functions as many of these lugers that were worked on by Bubba don't function well, if at all.....
