after they cracked a few heads, burned a village or two, pillaged a bit, they didn't have to anymore. Their reputation was such all they had to do was roll up in their sailing vessels, look imposing, and the village would give them their reasonable offering, usually taking just a bit more from them, or roughing up a couple of locals, just to continue the fear.
Such were the times. The ruse would probably work well in our nation today.
