two questions
1. What do you think of .25-06?
2. Can a .25-06 be rebored to a .270?
The 25-06 is an excellent cartridge and great for those
long shots on big horn sheep or antelope. And yes a 25-06 barrel can be re-bored to 270 but it is quite costly. I don't know any companies that re-bore barrels. You could get a new barrel put on for probably the same price or less.
I'm in agreement on cost of a new barrel
Vs having one relined. However if it's an application where the customer wants to keep the original barrel due to scarcity of proper replacements or sentimental value, I know a gentleman that works at a gun store here in Michigan who relines. He's done two for me and they're fantastic. One was a model 97 Marlin in .22lr with an octagon barrel and the other was a super early 1894 Marlin in .25-20 wcf with an octagon barrel.
Relining usually isn't an option

for high powered applications. The lower powered pistol calibers are often done, never heard of anyone doing a 25-06 though. There's a fellow up in Oregon or Washington that will bore out a barrel and rifle it and chamber it to a larger caliber, such as taking a 30-06 and boring/chambering to 35 Whelen. JES Rifle reboring or some such.

Most of your high pressure rounds
That would require a new barrel would be on more modern firearms. The issue with lack of barrels or sentimental value wouldn't apply. The firearms he typically would reline fall in this catagory. Old low pressure rounds. However I do know of a handful of rifles he lined to shoot large caliber high pressure rounds.

went on to read about someone relining an old Winchester barrel, forget the caliber at the moment but it was a bottle necked higher pressure round. The logic behind the reline was that the old nickel steel didn't take rifling that well with a simple boring out to larger caliber and then rifling. Hmmm... I think it was an Ed Harris article on, IF my memory isn't failing me worse than usual, a 35/30-30 wildcat. Of course I might be confusing two different articles recently read.
