by the powers that be over "smokeless" or BP substitutes that are simply flamable but require HAZMAT shipping. The storage of BP requires special licensing and container stipulations. Most people literally just make it themselves, my "cannon" shooting buddies do. It's not something just anyone should undertake but it's not that difficult and perfectly legal.

millions of acres of pine forests and black powder and pine needles just don't go well together. It has been illegal for over 30 years. But only in this county but this county is the second largest county in the western states and a forest fire can be a real problem.
