by the powers that be over "smokeless" or BP substitutes that are simply flamable but require HAZMAT shipping. The storage of BP requires special licensing and container stipulations. Most people literally just make it themselves, my "cannon" shooting buddies do. It's not something just anyone should undertake but it's not that difficult and perfectly legal.
