If I have the throat I usually use it up. You don't want the bullet ojive to push into the rifling. I have done that and actually pulled the bullet from the case upon opening. It depends on the projectile as well, it's sloping shape. I like to stay off the rifling but like GNR said, use the extra space to keep pressure down. Many times this helps accuracy as well.
