New cartridge procedure: reamer or dies? Chicken, egg?

Let’s say you’re developing a new cartridge based on an existing one, not something all original. E.g. necking down a straight-wall pistol cartridge or the like. Once you have a good idea of the specs and have reduced it to a proper drawing, where do you start with implementation?

Do you get dies made based on the drawing, form a few dummer rounds and send those to have the chamber reamer made to match?

Do you go the opposite direction, have a reamer made based on the drawing, fireform a few cases and have the dies made to match?
