The actual powder burn will be complete in just a few inches of bullet travel. The pressure, although will continue to increase as the bullet travels down the barrel up to a certain point. You will lose velocity in the 15" Encore barrel as compared to your friends Ruger #1. You're probably looking at 10-25 fps of velocity loss per inch of barrel reduction. Does it make a difference? Not really. At 300 yards the difference would probably be less than 1".
