hunting fallow deer sized critters at the HHC this year? He’s not a pistol shooter so most likely a carbine. I was thinking 455 GNR.
Why not the 307 GNR?...

It's very underestimated and easily takes most game cleanly. No reason to start a younger out with something that'll make him flinch.
Of course, I'm a minimalist that preaches correct bullet selection and placement.

for any inaccuracy. Fill the case with 4198 on a 250 grain bullet. It shouldn’t kick too much. I can get him a Past pad to assist in recoil.

My GF shoots a 321 GNR with 110 to 125gr. bullets. She is deadly with it on deer. Almost no recoil.
I'm with Alcorn on this one. To compensate for inaccuracy...

Completely goes against my hunting ethics. Get something like the 321 or 307 GNR and let him practice until iinaccuracy does not need to be compensated for.

I have a 12inch 7GNR that my daughter loves to shoot. She mainly shoots 120s as hot as we can safely and accurately go. I bought a 257 Raptor for her that she completely ignores. Personally I'd go 30 GNR or 257 Falcon. However, don't think any of the 30-30 based carts 30 cal. and under would be an issue for young folks.

loods good to me. 44 cal bullets aplomb. load light with trail boss 44 mag pistol level to full power for big stuff. Or at Scott Boggs level for T-Rex. One gun from handgun level to Safari level, should serve the lad for every thing on the planet.

and using Trail Boss be loaded down to .44 Special levels. But that's a bit of a stretch. lol
For the kid application a smaller bore high velocity (flat trajectory) barrel with a brake would probably found more friendly and useful to grow on. In my opinion.
But on your line of thinking it is correct with good loading practices.
My choice would be 256 Falcon, or 7mm GNR,
