I would like to have a .38-40 revolver. The Ruger originals are a little too expensive for me ($1000-1400). Could I have an additional cylinder made for a Blackhawk 10mm along with a trigger job for a more reasonable cost?

Gary can make you a 38-40 cylinder with no problem.
Prices are listed on his "Services Offered" page.
My first reloading exercise was .38-40 and a LEE loader

I traded into an old Colt New Service, what a POS, but I learned a lot. It had 0.389" cylinder throats and a 0.403" bore! I worked it over and made it shoot!
S&W, I THINK, made a commemorative N-frame in .38-40. Maybe confused with the same in .44-40. I'd love to have a .38 WCF N-frame for the novelty.
Sure, the cylinders are $250 I think and he

needs your gun to fit it to. There are several points of tolerance to consider.
I have two .38-40's. (more that could be with an extra cylinder) Its a full custom Ruger on a lightweight OM .357 chassis and a Herter's .401 Powermag with incredibly an original .401 cylinder re-bored and fitted. Mike Orr sent the cylinder to me and I was blown away. He never told me where he found it but to think of me I'll never forget it.
The .38-40 can be hot rodded but it's best as intended, around 1000 fps, maybe a bit more, to 1200 if you really want.
A full custom can be done in steps. Purchase (a late .357 FT would be sweet), then 1/3 money down to begin. After a few months you only owe half or about the price of factory base gun. BUT it will be custom to your specification. No sahme in just getting a cylinder. Once you go custom it's hard to go back. Fair warning. lol

I thought about reaming it to Magnum specs to lower pressure some. You like the 10mm Mag. I like the rimmed version, .401 Herters!
WB I like the 10mm mag Gary did for me on the

security six a lot of fun with 40 s&w ,10 mm auto and of corse 10mm mag not enough space for the 401 power mag rim.
