minimum price that the PH's can sell them at and a minimum price the high grade and highly sought after game can be priced at. For a long time the Sable and Roan were extremely expensive due to a limited number of permits allowed each year. The population has come up considerably in the last few years and the prices are down a bit. The PH sets the daily rates and the game department sets the permit prices for the animals. I think the PH is allowed a 10% leeway on the permit prices. This is just what I have overheard and have been told so take it with a grain of salt.
