WB the Arkansas Dept. Of Health used to operate an Elderly and Disabled Waiver. I did some consulting with them for the State of Alabama Elderly and Disabled Waiver program about 20 years ago. You might contact the local Health Department to see if they are still operating the Waiver. If not then it is probably gonna be Senior Services or Council on Aging. the Waivers actually fall under Medicaid so that might be the quickest to call them first to discuss who handles the enrollment process. One of the key things offered by the Waivers is that each enrollee gets a Case Manager responsible for assisting them with social and medical and in some instances, financial support in order to meet their needs for all activities of daily living.
