Odd question...re-rifling, same caliber

Had a conversation with a fellow who was thinking of getting his 223 rifle twist (1 in 12) recut to a slower twist rate (1 in 8) in order to shoot a heavier bullet. I told him that i’d never heard of such a thing. Is it possible???
