what could cause the bot to remained in the locked back position? This gun has never been fired.
The bolt release switch?

Yeah, it's on the underside, left, front of trigger guard.

a little sheet metal switch. You push it in while pulling the bolt back to release it. It sort of pivots slightly upward to lock it. I never had much issue with it, it's handy. On an old Marlin you just push in on the bolt handle while it's held back. Many old .22 semi's have some provision for that.
Pretty common problem.....
