The Winchester brass in the 38 WCF is far superior to the Starline. ( in my opinion based on the following experience ) The difference in weight is right around the primer pocket.
Having John Linebaugh's #2 38 WCF, I've done extensive shooting with it. Peak loads in the Winchester brass will generally open the primer pockets of the Starline. (no they are not for the faint of heart, nor is any disrespect meant to Gary by mentioning John Linebaugh here) Gary's guns are fine pieces and will run with any of the loads I've used, at the owners own discretion and Gary's recommendation.

So, Starline WCF brass is kept with what I consider +P loadings, but not "Linebaugh Hi-speed" loadings. ( My designation )

25.0 Grains of H4198 and a 285 grain bullet in the Win Cases will go 1250 in the 38 WCF from a 6.5" revolver. It takes about 1-2 grains more for the same velocity in Starline brass.

Starline is great brass and is my preferred brass for just about any handgun round, except for the 38 WCF with "MAXIMUM" loads.

When hitting that thin brass with snotty loads such as I've done, I find it best to anneal the cases about every five firings to bring the life back to the cases letting them spring back and release from the chamber walls. They work well until the 5th or 6th firing then they loose their elasticity. A quick anneal job restores their malleability and life.

With the Hornady 180 XTP (canalure) , I have found very little velocity gain from 29.0 grains to 32.0 grains in the revolver, as I believe the bullet is outrunning the pressure curve of the powder. 29.0 produces 1750 fps with a 200 grain hard cast gas check bullet in the 6.5" revolver and 2150 from a 10" G2 Contender.

The biggest determent to the 38 WCF is the ultra thin brass. Making reloading and bullet retention in revolvers difficult with maximum performance loads.
I believe Gary's 401 GNR will be an improvement from the handloading standpoint for those who wish to make life far easier with regards to brass. It should duplicate the 38 WCF with any usable +P loadings for the hand loader.
