your sizer die. Before you do anything drastic you might check that out. The last thing the die makers do before the die goes out is heat treat it and sometimes the die will shrink or expand a bit.I have never had problems with Winchester brass. Doesn't mean it can't be Winchester's problem, but worth checking out.
