When bad things happen in the world it is almost always the product of incompetence or corruption, not elaborate conspiracies. Conspiracies require enormous coordination, organization, planning, and control. Those abilities are rare. Incompetence or basic corruption are easy to find in humans and far more common. If you want to explain something bad going on in human affairs, start with one of those, and leave the conspiracy theorizing alone until you have tremendous evidence.
