You need to just stop banging your head against the post and shoot nominal .303 British slugs (.312-.314). It will shrink your groups by about 75%, I bet you a Yankee Dollar. Better to have a little too big than too little (that's what she said).

I think considering the bullets you are shooting your results are quite commendable. Round holes? No ovals?
