Maybe early 1980s'. IF I'm not mistaken it is literally a .30-30 necked down and the shoulder sharpened a bit. They compare the 7mm International to the 7x30 Waters but I don't see that since it predates it and is less capacious.
If I remember right the "International" case was put out by Federal and was a .30-30 case with small rifle primer pocket rather than large rifle as typical. Maybe?
