It was interesting that he hunted mountain goat in Washington State and shortly afterward the state prohibited handguns for mountain goat.

I do recall that although handgun hunting was legal in most of the USA it was not as universal as it is now, so to speak. To the best of my knowledge, New Jersey is the only state that does not allow handguns for any kind of game. Every state allows some kind of handgun hunting.
