That USPS had some guidance during the Obama Administration that muddied up the water on this issue. This was following a lawsuit filed against Cabela's for selling and mailing a bp revolver to a convicted felon who then used the revolver to shoot and kill someone. The changes were written in the inimitable governmental fashion that makes interpretation completely confusing and unclear. Therefore some post offices view bp revolvers as regular guns while others might not. General overall interpretation seems to require the shipper submit a 1508 form.
