I read the fed. rules sheet at the post office and it specifically exluded Blackpowder hand guns from the exemption. It was stated that they are considered handguns the same as modern pistols and must be shipped by an FFL holder. I am giving up on shipping any revolvers, so sorry for the waste of time.
