Wait till their part of the grid is producing low power. Other light bulbs will not work. They need full power. Incandescent bulbs produce a nice soft glow with reduced power. And last longer. Low voltage will burn up florescent bulbs. I am not sure about LED's. But I know they don't work.
In Mozambique the voltage 220/240 .. or supposed to be. For more than a year the voltage coming into our house was between 170 and 190 volts. Some days it dropped to 130. The incandescent bulbs continued. All other burned up.
We ran voltage transformers on our refrigerator, freezer and later on, on the A/C. They kept the voltage at 220. If it dropped below 170 coming in they shut down. If it went over 230 they shut down. Saved appliances from burning up.
