this situation means paying $1500 per year for the dealer class 3 license. The person buying the gun doesn't shell out a lot of money but a gun shop that is not already a class 3 dealer he has to pay the $1500 per year for his dealer's license could pose a problem.

At least that is how I understand the new ruling.
