rust, go to a good hardware store and pick up a bag of 0000 bronze wool. Looks like steel wool (which should never be used on a gun) but is red in color. Spray a light coating of oil like Rem Oil or Rig 2 (never ever WD-40) and rub lightly with the bronze wool. That will take off the surface rust dust without ruining the finish underneath. If it is pitted and the rust down in the pores of the metal then it needs to be polished out and re-blued.
