Explain snow to me, the mountain powder

I did a presentation last night on a virtual tour of a wastewater treatment plant in Coeur D' Alene, ID. I needed to research the city a little to get a feel for what loading the facility was undertaking. It's a stellar example BTW. State of the art, simply beautiful. They MUST have lots and lots of money! Well over a $100M facility.

The City started as Gen. Sherman's fort, then gold and silver rush, logging, now tourism with the lake and skiing, the university too. About 55K people. But the climate is much more mild than I ever thought at some 4k above sea level. About like Arkansas, just a lot hotter and cooler spikes here than in the more stable mountains. Must be something with the Continental Divide. The data says they only get about 7" of precipitation per year but I know it snows there. One ski resort claims 300" of "powder" pre year. That's 25' of snow!

What am I missing?! I never knew ID was such a nice climate. I can see where hunting on horseback would be a good idea.
