You need a "ball" type expander and a football "elliptical" expander ball is best. Lee works OK but Hornady has the better type. Either will do but no "collet" types.
A .22 anything will do. .22-250, .222, .220 Swift, whatever etc. A .22 ball expander on a .30-06 rod will work etc. Just try to keep it centered and go slow. All you are doing is making the hole bigger. A .223/5.56 is nice as it supports the case walls better (same size as .204) and helps ensure a well centered expansion from .20 to .22.
