The CZ is no doubt in the hunt too. An old rattly levergun is not in the same zip code, although on rare occasion you can find one that will do an inch at 50 with ammo it prefers. Most are closer to the 2" at 50 range. That's about what it was designed to do. Plus it's kind of more fun, even if it is not as mechanically accurate. Apples and Oranges, School Buses and Porsche.
Savage are another rare example capable of running with the big boys. They are cheaply made and very tinny but by golly they shoot. I'm not very find of the guns myself but mine's not worth that much to sell so I keep it because it is so silly accurate. I have a M93R17 in .17 HMR (They even sleeved the actions/barrels) that can shoot 1/2 MOA, that's 1" at 200 yds on a windless day and excellent shooting discipline. Less than exceptional days and it's closer to double that but the mechanical accuracy is there. On demand it's easy to shoot 1.5" groups at 200 yds. they just look bigger with those teeny .17 holes. My kids shoot pop cans at 250 off the back deck having fun. Hickory nuts at 100 are pretty easy if you can see them through the scope. Add some wind and the bet is off.
Modern designs promote rigidity in action, and modern barrels are so far improved from yesteryear, that it's astonishing. Remember back in the 70's when a typical centerfire shot 3-4 MOA until you did all the tricks? Weatherby bragged about 3 shots in 1-1/2" at 100 yds., a guarantee. That's almost laughable today. Their sub MOA line promises a 33% improvement over that and delivers even more with tailored ammo.
Rimfire ammo too is in a class not formerly seen. I think technology in manufacturing and chemistry has improved even the cheaper lines. Even the best rimfire rifle is at the mercy of factory produced ammo. Not to mention individual traits.
