Always used incandescent bulbs in the chicken brooders to keep the chicks warm. LED bulbs simply won't work.... I currently use incandescent bulbs in several places to keep water lines from freezing when it gets really cold. Again, led bulbs just won't do and neither will heat lamp or IR bulbs... Really stupid rule from people who have no real clue about life outside their city...
