The .41 GNR on top has the "rifle" spec. Encore base. Likely a Leupold. The .450 GNR shows what I like LESS, hanging out over the rear. Burris scopes are notoriously long body so they work well with the longer base with more space for the long body. JD Jones, a friend of Gary's from way back, had a theory. It might have a spark of validity. He figured that having rings "close" allowed more scope body "flex" in recoil and added to premature scope failure. He then went on to make a good living selling 3 and 4 ring alloy scope base sets. I will say I never had one of those get loose and the old Leupold 2X and 4X, B&L scopes we used in those days were so robust you hardly ever heard of a failure. I shoot lots more now and much more powerful hand boomers.
Medium rings seem to work best for me. The .41 GNR has them. The .450 looks to have "low" Millet's with the S.O.S. tops on them. Note the access for cocking the hammer, perhaps with gloves? The Ruger system with the scope over the barrel is well protected and genius to me.
