The govt does spin up operations before national elections and other big events to make sure nothing "bad happens" TO THE GOVERNMENT. This is all about continuity of government.
They will whisk government officials and leaders to locations where they can safely continue to operate the gears and levers of government. Everyday Americans don't factor in to these plans. If you ain't on their short list, you are on your own.
My local city PD was nearly overrun during a local BLM-sponsored "demonstration". The county PD and state police were the cavalry that arrived just in time. I'm not going to play Monday morning quarterback and criticize my local PD, but it was stark reminder that we are on our own.
